Roberto Pando, President of MCS Advantage, Inc. leads the Medicare Advantage health plan, currently recognized as the largest 5-Star Medicare Advantage plan in all the US, based on the quality rating program of the Centers for Medicare and Medicaid Services (CMS). His leadership is confirmed through 25 years of experience in the health care sector, including being an architect of unique business, community, and government policy efforts and achievements, that presently shape the foundation and potential development of health insurance and managed care in Puerto Rico.
Throughout his trajectory at MCS, Roberto Pando has led successfully many areas including Compliance, Product Development, Marketing, Public Policy, Government Affairs, and Strategy. Between 2016 and 2026, he also catalyzed the development of the MCS commercial health plan as President of the MCS Life Insurance Company subsidiary, while the company reached historic levels of membership, expanded product and market standing, and a financial strength that positioned MCS as the natural market leader and a platform for diversification and continued growth.
Pando’s community involvement generates a unique mix of subject matter expertise, business development connection, and genuine commitment for progress. In health policy, and especially Medicare Advantage topics, he is a trusted adviser for multiple local and federal leaders. He has served as member and president of several industry board of directors including the Medicaid and Medicare Advantage Plans Association of PR (MMAPA), the Insurance Companies Association of Puerto Rico (Acodese, by its Spanish acronym), and the PR Life and Health Guarantee Association. During the Hurricane María disaster, he was appointed to lead the Business Emergency Operations Center for the health sector (HBEOC), in charge of connecting the private sector to the Federal Government efforts. He is an active board member at the Puerto Rico Food Bank and is a former chairman and continuing board member of the MCS Foundation.
Prior to joining MCS, he worked in the Puerto Rico Trade and Export Company leading the government’s exports promotion program for locally owned businesses and was consultant for the Federal District Court in Puerto Rico in projects related to correctional health. Pando has a bachelor’s degree in economics from the University of Michigan, a master’s degree in social planning from the London School of Economics, and a Juris Doctor from the University of Puerto Rico, School of Law.
